I'll help pay. I'm sure others will too. I can't imagine it being too much if we pay a year at a time (if its available)
Hell the mouse 4 and 5 is worth the money alone.

Otherwise I am thinking of renting a server for JO for PHX to play on if Arch or IDO do not want to play the game (but you doooo -- I tell you, you doooo)

1) Don't know why anyone would want to pay for Vent. (Not talking other clans, talking PHX). I have always stayed away from pay services as much as possible because I don't like requiring people to pay to be a part of PHX. Also, if we went to a donation/subscription method, you run into an issue when paying members start to drop because IDO and/or I would be left holding the bill.
Maybe I'm nuts, but I find it hard to believe that Vent 2.2.x is so much better than 2.1.4 that it would be worth us paying .50 per client / per month. Doesn't sound like a lot, I know, but to me, it's more about the principle of the matter. If you feel otherwise, let me know. If everyone in the guild wants to pay for something "marginally" better, then we'll be happy to take down Vent and set up a subscription basis for the guild where you pay monthly dues.
Frankly, like I said, I don't want that. Just something wrong about be required to pay to play games online with your friends, even when the game isn't subscription based.....*ramble ramble ramble*
2) As far as having a JO server, we can do that. It never has mattered if IDO or I play the game. We've had lots of servers for games we didn't play, but they just never took off. We don't have the SOF2 server running anymore and if it is supposed to be, it isn't. Regardless - we can set one up as soon as there is a Linux-binary to run a server. Right now, it looks like you have to own the game to host the server. As far as I know, at this point, neither IDO or I are planning on purchasing the game, it doesn't install on Linux, and there isn't a standalone binary.
We'll keep looking though.....

Another thing.....Doesn't look like NovaLogic has a good track record of releasing Dedicated Servers (some speculate that they think that it opens the door to hacking the game itself - funny....). Anyways, with Joint Operations, they require you purchase a second copy to run a dedicated server AND it won't run in console mode.
I'll be curious what the fee will be from hosting companies to host a JO server with that stance from Nova....
