I was running a 3 gig HT chip. 1 gig of ram DDR. 400watt power source and a 6600gt AGP card. I was able to play cod 4 but it seemed laggy.

I just picked up a 1.6 intel duo core with 4 gigs of ram DDR2. 350 watt power source and a 8500gt pci-e card.

I find that there is no difference between the to cards. The graphics have to be all the way down in order to play with little lag. Any suggestions?

This is what I would do when playing MP with the intent to get 1st place while still having eyecandy on. Put all texture settings to EXTRA. There is only a 4fps difference between LOW and EXTRA, crazy huh. If you don't believe me just try it out.

Ok then from the main Graphics Menu set it up like this. Working from the bottom going up(this is all off of memory too)

Water = Normal
Model = Low (there is no visable difference between the low and medium)
Bullet Holes = Yes
Rag Doll = Yes
Soften Smoke Edges = No
Depth of Field = No (this is a cool effect, but in mp it isnt practical and cost you 10fps)
Dynamic Lights = OFF (having this on will drop u 25fps in battle!)
Glow = Yes (this makes the map look amazing, cost 8-10 fps when on)
Vertical Syne = Off
AA = Off (force 2xAA in your Nvidia Control panel)
Resolution = Run your monitors Native for best quality.(in my case 1360x768 at 60hertz)

Then pull up the console and do this command...

/com_maxfps 0 (This unlocks the 91fps cap)
/seta cg_fov 80 (default is 65 but setting to 80 seems to help with in close knife battles)
