PHX Initiate/Member Candiate Acceptance Begins. does that mean my name goes down on the sheet and the voting begins for me??

Actually, until the sponsor tells me that someone is ready for a vote, there is none. So, I'd hook up with your sponsor to find out when the appropriate time is for you to get voted on.
