I've been playing the once-a-weekend-each-month beta phases for the past few months and intend on jumping in the Head Start on the 25th.

The server I favor is Anvil Rock.
It has a pretty good bunch of guilds focusing both on the "World vs World vs World", Arena PvP and the crafting economy.

For some idea of the function of the Skill system (in which the left half are determined by your weapons and your Class' particular mechanics, while the right are Class specific utility skills) here's a mostly complete tool to look up Skills and theorize class builds. (some/many of the Skills may be out of date, I don't know when it was last updated).

Just in case we want to "shop around" on servers, here's a site regarding guilds and servers (at least the ones who have registered on it), their intended focus and estimated populations.

Anvil Rock appears to have a relatively low population since one of the largest Guilds had recently shifted over to Sea of Sorrows, a UK / oceanic server, as well as several small ones jumping to servers that spoke their language.

When it came to overall population however, and not just the few who signed up at that website, Anvil Rock was among the highest populated servers in the weekend betas.

Are the quest areas race bound..? IE: Cant play with other races?

No limitations. All races can go to any area.

The only quests your particular character does not have access to are the story lines related to the other options in your "My Story".

ie You choose "Common Folk" instead of "In the streets" for Human character creation, you get the story path with Petra instead of Quinn.
